Russia is home to the fastest-growing HIV epidemic in the world, chiefly driven by injection drug use. However, to the puzzlement of the impacted populations, public health activists and international NGOs that work to battle HIV/AIDS, the Russian government continues to ban opioid substitution treatment (OST) that is internationally recognised and accepted as the most effective method of treating opiate addiction.
